الولايات المتحدة، 22 يناير/كانون الثاني (وكالة أنباء أمريكا إن أرابيك) – تبث وكالة أنباء أمريكا إن أرابيك التقرير المالي السنوي للوقف القومي الامريكي للديمقراطية، احدى منظمات التمويل الامريكي غير المصرح بها في مصر، لعام 2009 بعد ان كانت قد نشرت البيانات لعامي 2010 وعام 2006 وستقوم الوكالة ببث باقي البيانات لاعوام 2008 و2007 و2005 تباعا.
ويوضح التقرير لعام 2009 عن التمويل الامريكي في مصر اهتمام الوقف القومي الامريكي للديمقراطية ، المعروف اختصارا “بند”، احدى اذرع التمويل الامريكي المتعددة، بدفع تمويل مباشر لعدد من المنظمات الاهلية المؤثرة في الشباب وقطاعات عمرية مختلفة من المصريين وتبادل الزيارات مع شباب من دول مختلفة بغرض الترويج للتسامح.
كما اهتم التمويل بتدريب الصحفيين على الدفاع عن منظمات المجتمع المدني اذا تعرضت للنقد في الصحافة بسبب التمويل الاجنبي، وان الذي قام بهذا التدريب عام 2009 هو منظمة “المؤسسة العربية لدعم المجتمع المدني”.
واوضح التقرير ان التمويل والتدريب الامريكي دخل العديد من المحافظات المصرية منها بني سويف والمنيا وقنا والدقهلية وبور سعيد وسوهاج والإسماعيلية والشرقية وكفر الشيخ ومرسى مطروح.
كما عمل التمويل الامريكي على تشكيل شبكة لتوفير الدعم للمحاميات الساعيات إلى مواقع قيادية داخل نقابة المحامين. وقام احد المراكز بتدريب خمسة وأربعين شابا أعمارهم بين السابعة عشر والسابعة والعشرين على استخدام “أدوات الإعلام الجديد والتقليدي لإنتاج أفلام قصيرة وحملات إعلام جديد أخرى.”
كما دفعت المنظمة الامريكية، التي تتلقي ثلثي تمويلها مباشرة من الكونجرس، لتدريب شباب على مراقبة الميزانية العامة للدولة المصرية ومخصصات التمويل للخطة الخمسية المصرية (2008-2012) في ضوء الإنفاق الفعلي وعمل تقارير عن ذلك.
كما شمل التمويل اكثر من 33 الف دولار ذهبوا الى “اتحاد الشباب الليبرالي المصري” لاستخدامها في تدريب 60 شابا على استخدام الإعلام الجديد بين النشطاء الشباب من أجل الترويج للأفكار والقيم الديمقراطية الامريكية. في حين تسلم اتحاد المحامين للدراسات القانونية والديمقراطية مبلغ 20 الف دولار لتدريب 250 ناشطا شابا على التجمع السلمي ضمن انشطة اخرى. كما تم تمويل انشطة لتعزيز المهارات القيادية والمعرفة المدنية للمرأة الريفية .
وتكرر وكالة أنباء أمريكا إن أرابيك تعهدها في الاستمرار في الكشف تباعا عن تلك التمويلات من جانب واللقاءات غير المعلنة بين مشاهير وشخصيات اعتبارية مصرية من جانب آخر كما وردت في وثائق موقع ويكيليكس الذي اسسه الصحفي الاسترالي جوليان اسانج المناصر لشفافية المعلومات.

تشجيع استقلال مؤسسات المجتمع المدني وزيادة الوعي العام بأهميتها والتحديات التي تواجهها وذلك من خلال التعاون والدعم من جانب وسائل الإعلام. وستنفذ المؤسسة العربية لدعم المجتمع المدني أربع ورش عمل لمائة صحفي وممثل من مؤسسات المجتمع المدني بشأن مراقبة الانتهاكات ضد منظمات المجتمع المدني، وتوسيع تواصلها بشأن هذه الجهود من خلال موقع إلكتروني ونشرة إخبارية شهرية تركز على قضايا المجتمع المدني.

زيادة الوعي القانوني بين الصحفيين بشأن حرية التعبير في مظلة القوانين المصرية وتشجيع تغطية إعلامية معلوماتية أوسع وأفضل لقضايا حقوق الإنسان. وستنظم المؤسسة العربية لحقوق الإنسان سلسلة من ست ورش عمل تدريبية مدة الواحدة ثلاثة أيام في الإسكندرية بشأن قانون الإعلام وحقوق العاملين في الإعلام لثمانين صحفيا من محافظات الجيزة وبور سعيد وسوهاج والإسماعيلية والشرقية وكفر الشيخ ومرسى مطروح.

تحديد نقاط القوة والضعف في أداء عضوات البرلمان المنتخبات وتعزيز أداء عضوات البرلمان. وسيقوم المركز بتحليل وتقييم أداء عضوات البرلمان السابقات والحاليات وإعداد دليل تدريبي بناء على النتائج التي يصل إليها ليكون وسيلة لعضوات البرلمان وموظفيهن والمنظمات غير الحكومية التي تقدم الدعم لهن. وسيطلق المركز فعالية لنشر نتائجه وتوصياته وكذلك تجربة منهجية التدريب خلال ورشة عمل لخمسة عشر موظفا وباحثا برلمانيا.

تطوير قدرات المجالس المحلية في محافظة المنوفية وتعزيز فعالية أعضاء المجالس في الاستجابة لاحتياجات المجتمع وإشراك المواطنين في عملية صنع القرار على المستوى المحلي، وتشجيع الشفافية والمساءلة للمجالس المحلية. وستعد الجمعية كادرا من المدربين من أعضاء المجالس المحلية وتنظيم سلسلة من الندوات الاجتماعية حيث سيناقش المواطنون القضايا الاجتماعية مباشرة مع المسؤولين المحليين. كما سيطلق موقعا إلكترونيا لتغطية المبادرات المحلية التي تتم مناقشتها في الندوات.

زيادة الوعي بمسائل الشفافية والمساءلة وكذلك الآليات المتاحة لمكافحة الفساد على المستوى المحلي. وسيعد المركز دليلا شاملا عن دور الآليات القانونية المتوفرة للمجالس المحلية، وسيترأس ست ندوات نقاشية ثلاثة أيام عن المساءلة والشفافية لثلاثين من أعضاء المجالس المحلية وثلاثين من قيادات المناطق الريفية، وتأسيس موقع إلكتروني لدعم حملته ضد الفساد.

Andalus Institute for Tolerance and Anti-Violence Studies (AITAS)

Association of the Egyptian Female Lawyers (AEFL)

Bridge Center for Dialogue and Development (BTRD)

Budgetary and Human Rights Observatory (BAHRO)

Center for Egyptian Women’s Legal Assistance (CEWLA)

Center for International Private Enterprise (CIPE)

Egyptian Democracy Institute (EDI)

EDI will produce quarterly monitoring reports and hold seminars to discuss the overall performance of Parliament and offer recommendations on legislation proposed in the People’s Assembly. EULY will train 60 youth activists to use filmmaking for the dissemination of democratic ideas and values. Each participating NGO will then produce and distribute a short film about its organization’s mission or about an issue for which they are advocating.

Hukuk Elnas will develop a training curriculum to share with other Egyptian and regional NGOs interested in promoting the concept of street law.
Human Development Association (HDA)
